Abbott has been a vocal critic of the Biden administration’s immigration policies, and he began busing hundreds of willing immigrants to Washington, D.C., earlier this year as an insult to the administration. More than 5,100 immigrants have arrived in Washington from Texas on more than 135 buses, according to the governor’s office.

“In addition to Washington, D.C., New York City is the ideal destination for these immigrants, who can have access to an abundance of city services and housing that Major Eric Adams boasted within the City of Sanctuary,” Abbott said Friday.

Manuel Castro, commissioner for the Bureau of Immigrant Affairs in Major, told CNN that New York is a city with a right to shelter, so anyone who needs shelter can have it. But he said the city had “exhausted” its regular accommodations, so it had rented extra space in hotels.

“These are families, these are people,” Castro said. “They have a right to be here as asylum seekers and New York is here to welcome them. They honestly need a lot of support. They’ve come a long way to get here.”

Major says some immigrants didn’t want to come to New York

About 40 people are expected to arrive on Sunday, Adams said, adding that it was not known if others had gotten off the bus before it reached New York.

Bhairavi Desai, executive director of the New York Taxi Workers Alliance, told CNN they had 19 yellow taxis and Ubers ready to transport refugees arriving from Texas voluntarily from the bus station to shelters or to the homes of friends or family in the area Sunday morning.

“Everyone we saw looked exhausted from the journey. A lot of people seemed relieved to finally reach safety, but there were also people crying from shock,” Desai said.

About 4,000 asylum seekers have entered New York City’s shelter system since late May, according to Adams, who said the influx is the main driver of a nearly 10% increase in the city’s Homeless Services population. The New York shelter system currently receives more than 100 asylum seekers seeking some form of housing per day, on average, according to the Department of Homeless Service.

CNN asked the mayor’s office to determine the total number of immigrants the city handles from Texas.

In general, once immigrants have been processed by federal authorities and released from custody, they are allowed to move around the country while they go through immigration court procedures. They are often released in Texas and other border states, and then continue on to other parts of the country.

The immigration judge will ultimately decide whether they are allowed to remain in the United States or be deported.
